Rural Heat Islands Data and Alarm System for the Imperial Valley
RHI Data & Alarm System

The Rural Heat Islands (RHI) Data and Alarm System for the Imperial Valley, also known as the RHI Data and Alarm System, is a high-fidelity, interactive 3D digital twin developed by Ryan Paul Lafler to monitor heat stress and its historical impacts on vulnerable communities across the Imperial Valley — including El Centro, Brawley, and Calexico in Imperial County, California. This system was a funded deliverable supported by the University of California Office of the President (UCOP) Climate Action Grants.
Built on a 3-server infrastructure tailored to client specifications, this full-stack system includes a web traffic API server, a Python-based data processing and AI server, and a storage/database server capable of hosting terabytes of diverse data files. The entire solution, spanning from infrastructure to application, was developed entirely using open-source technologies. This approach ensures there is no reliance on paid licenses or recurring subscription costs.
Designed and implemented by Ryan, the RHI Data and Alarm System is scalable, future-proof, and adheres to modern software engineering DevOps principles. The result is a resilient, cost-effective, fully-customizable platform that delivers high-resolution environmental intelligence with cutting-edge graphics, user interactivity, and data processing while maintaining full control of the system on your preferred infrastructure.

The Interactive Comprehensive Hub for Analytical Research and Monitoring, also called iCHARM, is a revolutionary prototype developed by Ryan Paul Lafler for accessing massive environmental repositories in the cloud. iCHARM powers high-speed, global access to massive data repositories in the cloud maintained by NOAA's National Centers for Environmental Information (NCEI). These historical repositories, measuring hundreds of terabytes in size, are called Climate Data Records (CDRs) hosted in Amazon S3 and Google Cloud Storage buckets. In addition to these historical products, iCHARM also delivers real-time operational products including NOAA's Real-Time Mesoscale Analysis (RTMA).
iCHARM leverages the latest open-source programming languages, frameworks, and graphics visualization systems to quickly deliver publicly accessible environmental data in the cloud to anyone, anywhere, and at anytime.
iCHARM features a diverse selection of historical, current, and forecasted big environmental data repositories and simulations, integrated with current socioeconomic profiles and infrastructure records for the entire United States.
Simple, intuitive, and fully-interactive, iCHARM allows users to access, visualize, process, and analyze global environmental records through an intuitive point-and-click interface. Weather with Cloudya
Making Weather Data More Accessible

Weather with Cloudya is a web-based application developed by Miguel Angel Bravo to let every user explore, visualize, and interact with NOAA’s Real-Time Mesoscale Analysis (RTMA) data across the continental United States (CONUS). It features a rolling, indexed archive of high-resolution weather measurements and maps, designed to support data discovery and environmental analysis.
What makes this platform unique is its integration with generative AI, powered by an open-source large language model (LLM) named Cloudya. Users can ask natural language questions about the weather data, get contextual insights, and even receive explanations of complex climate terms — making it an accessible tool for both professionals and the public.
Backed by a full-stack infrastructure, the app combines a custom frontend interface, real-time API calls, and a continuously updated backend database to provide seamless access to a full year of hourly RTMA observations. The result is an interactive, AI-assisted experience that demonstrates Premier Analytics Consulting’s capabilities in data engineering, AI integration, and open-source system development.
